1) To create an illustration that not only demonstrates the meaning of the article but puts an interesting twist on what can be seen as a rather bland topic.
2) Anyone that is a voter in Washington State, especially those that live in the Seattle area
3) By seeing beloved characters from the Wizard of Oz being stopped on 520 I hope my audience is a little more skeptical about what this toll is all about.
4)They need to have an understanding of what the Wizard of Oz is
5)The key benefit will be getting more info out about the new toll
